in the Far East where the making of opium is still contimed, it is extremely important that the Zowers concerned should take whatever méhäutes my be necessary to limit their importa to the minimum quantity required for astual consumption in the territory (as indeed they will have engaged to do by the Protocol of the First Opium Conference). Any steps taken by the Powers in this direction should make a very good impression and will be a strong proof of their desire to do everything la hala-powes that is possible under the present conditions in the Far ast, The British Government also feel a special responsibility in the matter in so far as supplies are drum from the Indian market, and they desire to take avery possible stap te mmre that Indian supplies are available only for osme tion in the country supplied and under strict Goverment control, Mi Majesty's Government socordingly prepuse that in future the supplies for Indo-China should be purchased by the Indo-Chinese Government direct from the Indian Government (as is done already by other Governments), that the mount should be substantially reduced to a figura to be agreed between the French and British Governments, and that supplies in future years should be regulated in the same way,
